Near Final Build Tri Panel USB Solar Charger

Ok this is my Near Final Build on the Tri-Panel USB Charger.
My apologies to techman for posting under the 1.00 build topic.
Ok , this build consists of 3 solar spotlight Panels
3 boost Circuits with a Mystery I.C. (can be purchased from Japan?)
I am not using batteries at this time as I seemed to have ran into an issue
with trying to charge batteries and charge devices, Batteries drain, devices stop charging so
with out the batteries this thing will charge for as long as there is light.
It will not charge under really low light like very stormy conditions.
It will charge under fairly cloudy skies though.
