Amorphous solar panel problem?

I have mono and policrystaline panels, but recently bought a portable amorphous system, the fact is the voltage fluctuates, changes from a voltage to another, say, i.e. 13v to 17v or 7 to 9v.
Is this correct? is it faulty? should I have any issues when connecting the panel to a battery?

Solar panel voltages will vary with the amount of sunlight shining on the panel. That is why a solar panel is rated at a much higher voltage than the battery. This gives you a larger range of charging during most sunlight conditions.
